This issue occurs because the top-most pole has become pushed down too far as a result from sharp movements during shipping.
To easily fix this issue:
1.) Remove the loose blue clasp from the top of the pole by depressing the snap pins one at a time.
2.) Holding the top of the pole (the "head"), use a small hammer to tap the stationary blue clasp downward in the opposite direction.
3.) The pole should now be dislodged from the stationary blue clasp, revealing the holes for the brackets.
4.) Replace the loose blue clasp onto the top of the pole, and proceed with assembly!
